The Opportunity
Reporting directly to the Chief Administrative Officer, the Department Manager of Engineering provides strategic and operational leadership for the City's Engineering Division, including engineering services, development review, utility planning, capital project delivery, asset management, GIS services, and infrastructure renewal initiatives.
Working alongside the Department Manager of Public Works, this position forms part of the City's senior operational leadership team and plays a critical role in delivering Council priorities and the City's long-term infrastructure strategy.
The Department Manager of Engineering will also work closely with the consultant selected to lead the City's Major Projects Division. Together with the Department Manager of Public Works, this position will provide direction, oversight, coordination, and performance management of the consultant team responsible for delivering the City's expanding capital infrastructure program.
The successful candidate will lead a multidisciplinary team while helping guide some of the most significant infrastructure investments in the City's history.
What You'll Do
- Lead and oversee all Engineering Division functions, including engineering services, GIS, asset management, development review, utility planning, and capital project delivery.
- Provide leadership, supervision, mentoring, and professional guidance to engineering and technical staff.
- Manage the planning, design, procurement, construction, and commissioning of municipal infrastructure projects.
- Develop and administer departmental operating and capital budgets.
- Prepare and implement annual and multi-year capital plans.
- Work collaboratively with the Department Manager of Public Works to coordinate infrastructure renewal, maintenance, and operational priorities.
- Jointly oversee and manage the consultant retained to lead the Major Projects Division.
- Monitor consultant performance, project schedules, budgets, risks, and deliverables.
- Review engineering designs, studies, reports, and technical recommendations.
- Lead grant applications and funding initiatives to secure external funding for infrastructure projects.
- Oversee development reviews, subdivision servicing requirements, and engineering approvals.
- Ensure compliance with municipal bylaws, provincial regulations, environmental requirements, and industry standards.
- Prepare reports, presentations, and recommendations for the CAO and City Council.
- Represent the City in meetings with regulators, consultants, contractors, First Nations, industry representatives, funding agencies, and community stakeholders.
- Participate in Emergency Operations Centre activities during emergencies.
- Support continuous improvement initiatives and modernization of engineering services.
What You'll Bring
- A Bachelor of Applied Science in Civil Engineering or related engineering discipline.
- Registration as a Professional Engineer (P.Eng.) in good standing with Engineers and Geoscientists BC (EGBC).
- Minimum 10 years of progressively responsible engineering experience.
- Minimum 5 years of senior leadership or management experience in municipal infrastructure, engineering consulting, or public-sector environments.
- Demonstrated experience delivering major capital infrastructure projects, including roads, water systems, wastewater systems, drainage systems, and municipal facilities.
- Strong understanding of municipal engineering, utility planning, development servicing, contract administration, procurement, and asset management.
- Experience managing consultants, contractors, and multidisciplinary project teams.
- Proven ability to secure grant funding and manage complex project budgets.
- Strong written and verbal communication skills, including report writing and public presentations.
- Demonstrated ability to build positive working relationships with elected officials, staff, community stakeholders, and external agencies.
- Excellent organizational, analytical, and problem-solving skills.
- Valid Class 5 BC Driver's Licence.
- Able to obtain and pass a criminal record check.
Assets
- Project Management Professional (PMP) designation.
- Master's Degree in Engineering, Public Administration, Business Administration, or related field.
- Experience with municipal GIS and asset management systems.
- Experience with environmental permitting and regulatory approvals.
- Knowledge of local government legislation, development processes, and municipal finance.
- Experience working with consultant-led project delivery models.

Compensation & Benefits
The range offered for this position is: $125,000 – $150,000 annually.
Compensation offered within this range is based on factors unique to each candidate, including skills, qualifications, experience and credentials.
